Yessir it is, that why I tried to get everything together. In all honesty. It doesn't hurt one bit to keep a cop of these laws with you when you tow, LEO do make mistakes, and don't have everything 100% memorized. May help ya avoid an unwarranted ticket possibly.
As a LEO if I see a trailer being towed and all appears legal (lights, safety chains, reg, proper tie down, ect) I don't even give it a second look. There are reasons the laws were put into place. If your lights work you have no worry about lights, if your reg is current you have no worries about expired reg. With all due respect to those who possess a CDL................your laws are different. Like a class A motor home can be driven by a Class C DL holder even though it is over 26001 lbs. Some of the laws are written funny and kinda hard to interpret. If anyone ever has questions about the newest updates I have all the info readily available. Bottom line is.....If you ask yourself "I wonder if I can get a ticket for this" than you probably should just do it right.

My insurance on my pickup covers anything I tow

I have not heard anything on those grounds as of the last Leg update. I see that being pretty impossible as well. We as LEO have a hard enough time keeping track of vehicle insurance laws without trying to enforce insurance on trailers. As Mudhog1977 stated insurance on the vehicle covers the towed vehicle unless there is a binder in your insurance that disqualifies it.

No I am City of about 1500 officers. However I have 3 close friends and about 8 other friends that are TX DPS. Thats who I call if I have any questions about updates or anything because thats what they do full time. I am Patrol so I answer calls and all other aspects of PD work
